I do not think I understand that new ad that Hilary is running that has that Obama fellow on the beach

I do not understand why the ad calls him Borat Hussein Obama instead of his real name which as i understand it is just plain Barak Obama. But more than that I do not understand the picture that goes w/ the ad. I think this might be the "race card" I have heard abt on the radio but i am really not sure.
